Project Description

"Berufliche Ausbildung junger geduldeter Flüchtlinge in Deutschland" (Professional training for young refugees with temporary leave to remain in Germany) is the title of the research project which the University of Applied Labour Studies (HdBA) is part of as a cooperation partner.

It was started in the year 2010, led by the head of the Institut für Arbeitsmarkt und Berufsforschung (IAB - Institute for Employment Research).

The aim of the project is to gain knowledge of the (differing) implementation of the policy change on a local level and the consequences it has for training opportunities and life prospects for young refugees with temporary leave to remain.

The background to the research project is concerned with political and legal changes since 2008: Due to the threat of a shortage of skilled workers, young refugees should be given the status of temporary leave to remain in Germany to gain access to the labour market.

It is not clear to what extent and how new labour-market induced integration policies will be implemented by institutions and what this will mean in terms of training opportunities and participation for young refugees. Early research shows that access to apprenticeships will be opened and closed at different points, depending on the region.

In research, training opportunities for young refugees with temporary leave to remain are still largely a black box. The qualitative-explorative research project is designed to expand knowledge through case studies. Guided interviews in particular with experts in foreigners' registration offices and of the ESF programme "Bleibeberechtigte und Flüchtlinge" (persons entitled to remain and refugees) of the Federal Ministry of Labour and Social Affairs should indicate differences in the implementation of national changes in law and possible reasons for this. Research interest also focuses on the consequences of varying implementation for training opportunities and life prospects for young refugees with temporary leave to remain.
