Further training for staff as a success factor in BA-funded measures for the northern regional offices - quality development between educational standards and economic feasibility

Project Description

Starting point

Research into the professional and career situation of external staff for further education shows that for state funded (professional) further training based on empirical results, there is "a blatant problem between high expectations in terms of professionalism and quality and desolate working conditions for staff" (cf. Dobischat/Elias/Rosendahl 2018, p. 15). This is the case particularly among full-time freelance staff and employed trainers of further education who are affected in state funded career training by uncertain employment conditions (cf. Elias 2018, p. 188ff) and find themselves in an area of conflict between professional standards and the reality of employment now marred by economisation (cf. Martin/Schrader 2021, p. 180).

Setting Goals and Procedures

The project, in conjunction with the Chair of Business and Entrepreneurship Education at Rostock University, (Prof. Dr. Andreas Diettrich), examines the requirements, framework conditions, educational concepts and scope for design of further training staff working in funded career training in Mecklenburg-Vorpommern, Schleswig-Holstein and Hamburg.

On the obligation to provide evidence of teachers' pedagogical aptitude as required by the AZAV and the obligation to comply with the minimum wage collective agreement for pedagogical staff in further education in accordance with SGB II and III (Social Act), the aim is to develop empirically founded recommendations for action and design proposals for funding providers, implementing bodies and  further training staff which contribute to quality development and the improvement of the quality of measures (see Schley et al. 2020).

Eight case studies are planned in the jurisdiction of the National Employment Agency northern regional offices (four in Mecklenburg-Vorpommern, two in Schleswig-Holstein and two in Hamburg) with two measures and three problem-centred, guided interviews per measure (funding provider, implementing authority (management) and with the educational staff involved in the measure). This covers three central perspectives for the success of a further training service focusing on educational and economic perspectives and their interdependency under differentiated regional and institutional conditions. Findings are then discussed with academic experts and experts with practical experience in a validation workshop to ensure data quality. In a final step, the data is then condensed into recommendations for action and prepared for practical application and academic publication, tailored to the target audience.
